With approximately 1100 employees, MPS is a busy and vibrant workplace. Our primary sites are located at Rosebud, Mornington and Hastings, with additional facilities across the Shire. MPS delivers over 80 individual services to our diverse community. 

 

  

This role is responsible for the following dimensions:

 

The position is situated within the Shire’s Family Services and Community Planning Unit in the Social Planning & Community Development Team’s Warringinee Group and reports to the Senior Social Planner, Aboriginal Culture and Community Development.

The Warringinee Group promotes Aboriginal community participation by facilitating partnerships with the Aboriginal community, Council, government agencies and other organisations.

 

 

 Key Responsibility Areas

 

The Shire is committed to supporting the Aboriginal and Torres Strait Islander community collaborating with other support agencies to promote services, facilities, programs and opportunities that foster Aboriginal & Torres Strait Islander community health and wellbeing. 

 

The Aboriginal and Torres Strait Islander Access and Support Officer will work with the local Aboriginal and Torres Strait Islander community to support them to stay active, independent and remain living at home safely and comfortably for as long as possible. This position will work closely with Peninsula Health staff to deliver programs and services and attend local network meetings.

 

The Aboriginal and Torres Strait Islander Access and Community Support Officer is also responsible for the delivery of a culturally appropriate social support program (the ‘Balee Group’ program) that takes a holistic approach to enhance the social, emotional, physical and spiritual wellbeing of the Aboriginal and Torres Strait Islander community across the Mornington Peninsula Shire area.

 

 

 

 1.     Stakeholder Engagement and Management

  • Work within the Aboriginal and Torres Strait Islander community to assess required needs, provide timely advice, information and make referral to key agencies.
  • Liaise with the Shire’s HACC, Aged and Disabled Care Unit, to deliver and promote a culturally appropriate service model.
  • Monitor, review and make recommendations, reporting the social support needs of the Aboriginal and Torres Strait Islander community to the Senior Social Planner, Cultural and Community Development
  • Assist to facilitate and develop sustainable consultation protocols with relevant local, regional and state-wide Aboriginal and Torres Strait Islander and mainstream agencies.

 2.     Community Development and Cultural Activities

  • Program design, manage and co-ordinate delivery of the Balee Group program.
  • Supervise and manage Balee Activities staff.
  • Promote and support Cultural Awareness and reconciliation to address access and equity issues of service delivery to Aboriginal and Torres Strait Islanders.
  • Participate and represent the Warringinee Group in local, regional and state-wide Aboriginal and Torres Strait Islander HACC and or aged care network meetings where required.
  • Participate in relevant Family Services and Community Planning Team activities.

  

3.     Administrative Responsibilities

  • Manage and maintain relevant statistics and databases for both State and Federal Government reporting in accordance with funding guidelines and requirements.
  • Monitor, manage and make recommendations on the Indigenous Access and Support Budget.
  • Develop and maintain a database of local and regional agencies (Aboriginal and Torres Strait Islander and mainstream) that provide social support to Aboriginal and Torres Strait Islanders.
  • Manage, coordinate and recruit Aboriginal and or Torres Strait Islander staff for cultural events and activities as required and within budget limitations.
  • The position will be required to provide monthly reports and attend council meetings and events when required
  • Produce culturally appropriate literature.

 

4. General

  • Participate in team activities and Shire programs as required.
  • Contribute to the Unit’s business plan
  • Other relevant tasks as required

  

Skills & Experience

 

The successful candidate will:

  • Have relevant qualifications in Aged and Disability, Social Sciences or extensive experience in access and equity for older Aboriginal and Torres Strait Islander communities.
  • Experience working alongside Aboriginal and Torres Strait Islanders and communities.
  • Experience facilitating the development of Aboriginal and Torres Strait Islander cultural awareness programs that address access to mainstream services.
  • Experience in and/ or understanding of Aboriginal and Torres Strait Islander Elders, people with a disability and the social support structures at times required for the Aboriginal and Torres Strait Islander community.
  • Experience in planning, implementing and evaluating community engagement and community planning activities with proven leadership, research and evaluation skills.
  • Hold an Employee Working with Children Check (mandatory)
  • Be prepared to undertake an Australian Criminal History Check (mandatory)
  • Hold a current Driver's Licence (mandatory)
