About the role –

This role is responsible for the entire process of a subdivision, from the planning permit requirements to the final Statement of Compliance checks. This includes (but is not limited to) the collation and review of planning permit and service authority requirements under the planning scheme, and administration associated with lodgement, checking of engineering plans, managing bonds, and administering Section 173 Agreements.

Responsibility areas include:

  • Liaison, provision of accurate and timely advice and maintaining regular contact with applicants, consultants, owners, Public Authorities and the public in relation to subdivision matters.
  • Assess, recommend and grant planning permits for subdivisions and associated planning applications under the Planning and Environment Act 1987.
  • Make decisions under delegation and administer all aspects of certification and Statement of Compliance applications under the Subdivision Act 1988.
  • Assessment of requirements and determination of when all conditions have been met to allow plans to be certified.
  • Certification of plans in accordance with delegated powers and allocation of street numbers.
  • Assess and sign Section 173 Agreements under delegation.
  • Collate and provide statistical information to management, government authorities and the general public as required
  • Undertake investigation into queries and complaints received (verbal and written) and report on outcomes and where appropriate recommend action.
  • Investigation of site history to determine if Open Space contributions are applicable for inclusion in permits and arrange for site valuations to determine cash in lieu contributions.
  • Inspection of sites to ensure compliance with planning requirements in preparing reports and recommendations.
  • Maintain awareness of planning and environmental issues, including changes to legislation or controls and the outcomes of major studies and reviews to ensure correct and timely advice is given.

Skills, experience & other requirements

  • Undergraduate degree in town planning or land surveying, or a related discipline.
  • 2-4 years’ experience working in a Local Government subdivision approvals environment.
  • An understanding of the statutory planning and subdivision process under the Subdivision Act and Planning & Environment Act.
  • Ability to interpret and apply the provision of those Acts, legislation, regulations, planning schemes and policies.
  • A demonstrated commitment to customer service principles and the ability to provide a professional subdivisions service.
  • Knowledge of the certification process is essential.
  • Well-developed computer literacy and keyboard skills (particularly Microsoft Word, SPEAR, Geographical mapping system and XL).
  • Hold an Employee Working with Children Check (mandatory).
  • Be prepared to undertake an Australian Criminal History Check (mandatory). 
  • Hold a current Victorian Driver’s Licence is required; audits may be conducted if driving a Shire vehicle as part of this role.
